Khan was a graduate of the Alma-Ata College of Art and from the Kiev Art Institute in 1952. He studied under the master, A. Shovkunenko.
Kahn often painted genre scenes of village life as well as seascapes and fishing scenes. In 1966, he helped make a large mural at the Ukrainian Museum of Science.
He was a member of the Union of Artists of the USSR and an Honored Artist of Ukraine. He was a participant of many group exhibitions throughout his career. He was posthumously awarded a Ukrainian State Prize.
He is listed in Matthew Bown's, A Dictionary of Twentieth Century Russian and Soviet Painters.
