Senchugov was born near St. Petersburg, Russia in 1924. After art school, he was accepted into the prestigious Repin Institute in St. Petersburg where he completed 5 years of education.
Senchugov was primarily a landscape painter, and his works reflect what has been called the "Leningrad School" of landscapes.
He was a participant in numerous Leningrad Artists’ Union exhibits throughout his career, and his works are in several Russian museums.
Senchugov is listed on page 277 of Matthew Bown’s, A Dictionary of Twentieth Century Russian and Soviet Painters, 1930-1980.
